Malaysia Medical Device Registration (MDA)

This page covers the regulatory authority, device classification, registration process, local representative requirements and FAQs for medical device registration in Malaysia. Medical devices in Malaysia are regulated by the Medical Device Authority (MDA), and EVERBIZ can support you through the entire process from classification to registration.

1. Regulatory Framework

Medical devices in Malaysia are regulated by the Medical Device Authority (MDA), a statutory body under the Ministry of Health, based on two principal laws:

  • Medical Device Act 2012 (Act 737) – product registration and market regulation

  • Medical Device Authority Act 2012 (Act 738) – the MDA’s powers and enforcement

Under Section 5(1) of Act 737, no medical device may be imported, exported or placed on the market unless it is registered.

The classification rules are aligned with the ASEAN AMDD, with four risk classes.

2. Risk Classification

Class Risk Examples
Class A Low Examination gloves, dressings
Class B Low–moderate Syringes, contact lens disinfecting solutions
Class C Moderate–high Surgical implants, anaesthesia machines
Class D High Heart valves, implantable defibrillators

Product Classification Letter: Since 1 May 2025 the MDA has moved to fully online applications (via Google Form), with classification letters valid for 2 years; a new classification letter framework will apply from 1 May 2027.

3. Registration Process

Step 1 — Appoint an Authorised Representative (AR): Foreign manufacturers must appoint a local Authorised Representative (AR) in Malaysia holding an MDA-issued Establishment License, which acts as the registration holder and the legal contact with the MDA.

Step 2 — Obtain an Establishment License: All relevant parties – manufacturers, ARs, importers and distributors – must hold the appropriate Establishment License to operate in the Malaysian market.

Step 3 — Select a Conformity Assessment Body (CAB): Before registration, conformity assessment must be performed by an MDA-registered Conformity Assessment Body (CAB). The CAB’s assessment report is the core basis of the MDA registration application.

Step 4 — Prepare the application documents

  • CSDT technical dossier (ASEAN common submission template)

  • ISO 13485 certificate (manufacturing-site level)

  • Conformity Assessment Report (CAR) issued by the CAB

  • Declaration of Conformity (DoC)

  • Labeling and IFU (English or Malay)

  • CFS (Certificate of Free Sale) from the country of origin

Step 5 — Submit via MeDC@St, the MDA’s official e-submission system.

Step 6 — MDA review and certification: Once approved, a Medical Device Registration Certificate is issued.

4. Fast Track: the Verification (Reliance) Route

Products approved by foreign regulators recognized by the MDA can use the simplified Verification assessment route – the CAB’s workload is greatly reduced, as it only needs to verify that the foreign approval covers the same product and intended use.

Reference regulators recognized by the MDA:

  • US FDA

  • European Union (CE / Notified Bodies)

  • Australia TGA

  • Health Canada

  • Japan PMDA / MHLW

New reliance routes (2025):

  • MDSAP – the MDA has become an Affiliate Member of the Medical Device Single Audit Program and accepts MDSAP reports and certificates as evidence for quality system assessment such as ISO 13485

  • Malaysia–China medical device regulatory reliance program – a first-phase pilot ran from 30 July to 30 September 2025, accepting China NMPA approval as the basis for a simplified route; a major benefit for Chinese manufacturers entering Malaysia

5. Key Compliance Requirements

  • Establishment License is mandatory

  • CSDT submission – following the ASEAN CSDT template

  • ISO 13485 quality system for the manufacturer

  • CAB assessment is a distinctive feature of Act 737 that sets Malaysia apart from other ASEAN countries

  • Good Distribution Practice for Medical Devices (GDPMD) – mandatory for importers and distributors

  • Labeling – English or Malay

6. Certificate Validity

Registration certificates are valid for 5 years and must be renewed before expiry. Where the original foreign approval has expired, the MDA has issued specific guidance (New Registration of Medical Devices with Expired Approval).

7. Post-Market Obligations

  • Mandatory Problem Reporting (MPR) of adverse events

  • Field Safety Corrective Action (FSCA) notifications

  • Recall management

  • Change notifications – for changes in design, indications or manufacturing site

  • Compliance with GDPMD (distribution side)

8. Personal-Use Exemption

Under the Medical Device (Exemption) Order 2024, medical devices solely for personal use by an individual or their immediate family, not placed on the market or used by third parties, are exempt from registration and establishment licensing – for non-commercial, non-distribution purposes only.

9. Recent Key Changes

Date Change
2024 Medical Device (Exemption) Order 2024 issued, clarifying the personal-use exemption
May 2025 Product classification applications fully online; classification letters valid for 2 years
July–September 2025 First-phase pilot of the Malaysia–China regulatory reliance program – NMPA approval can speed up entry into Malaysia
2025 MDA becomes an MDSAP Affiliate Member and accepts MDSAP certificates
May 2027 New product classification letter framework takes effect

Strategic Value

  • ASEAN hub: classification rules and the CSDT are aligned with the AMDD, so technical files can be reused across ASEAN

  • Multiple reliance routes: FDA, CE, TGA, Health Canada and PMDA approvals can all serve as the basis for the Verification route

  • Policies friendly to Chinese manufacturers: the Malaysia–China reliance program launched in 2025 is a rare arrangement in ASEAN that directly recognizes NMPA approvals
